07 May The Italian Reopening Decree – The Start of International Travel

Travel to Italy from the following countries will be allowed without the need for a 14 day quarantine period or auto-certification form…

 

On the evening of May 17th, 2020 Giuseppe Conte, the Prime Minister of Italy, has signed a “Decreto Riapeture” (Re-Opening Decree) which came into effect on Monday, May 18th, 2020.  It is an important decree as it sets a timeline for the gradual re-opening of businesses in Italy starting from May 18th, 2020 after 60+ days of ‘lockdown’ due to the pandemic.  This decree, which  has been made in connection with the Law Decree of May 16th, 2020, No. 33, provides for the cessation of some the previous lockdown measures.

INTERNATIONAL TRAVEL

Of particular note is Article 6 which discusses international travel.  It is an important signal that Italy is beginning to emerge from this health crisis as it is going to open its borders on June 3rd, 2020 to international travel from within the European Union.

More specifically, travel to and from the following countries will be allowed without the need for a 14 day Italian quarantine period or Italian auto-certification form:

  • Any Member States of the European Union
  • States which have undersigned the Schengen Agreement
  • The United Kingdom of Great Britain and Northern Ireland
  • Principalities of Monaco and Andorra
  • The Republic of San Marino and Vatican City

The decree clarifies that between June 3rd and June 15th it is forbidden to travel to or from any other country not on the list above – with exceptions for work requirements, absolute urgency, health reasons, or to return to ones domicile, habitation or residence. In these circumstances a 14 day quarantine period will be required.

In all cases outlined above, individuals must immediately report any suspected symptoms of the COVID-19 to local health authorities upon their onset.

This most recent decree – which replaces the regulations contained within the decree of April 26th, 2020 – will be valid until June 14th, 2020.  It is expected (but not yet guaranteed) that starting from June 15th, 2020 international travel from a wider range of countries will be possible.
